The countries with the highest number of police officers per capita are the Vatican (15,625), Monaco (1,374), Montenegro (865.5), Cyprus (671.7), Russia (546) and Spain (505.8). At the opposite end of the scale are Finland (156), Norway (159.2), Denmark (196.9), Sweden (206.8) and Romania (212.9).

To put this into context, according to official data, there are 256 in the United States, 197 in Japan, and 120 in China.
